IU-greens: "Continuous budgets, electioneering, privatization insurers and with little amendment." (06/02/2019)

The government team presented last week some budgets that in our opinion are continuists, electioneering and with little possibility of amendment.

In addition, they once again place the Municipality at the door of increasing the payment deadlines to suppliers.

Special mention requires the rush, again, of the amounts to which the privatizations amount that as each year is increasing.

They are contingent budgets since there is no take-off of the investment or a bet to influence the industrial or commercial and economic development of the municipality.

There is no future project when the games are repeated and repeated without new bets from the City Council and / or in collaboration with the private sector.

There are so many items to assume the usual expenses that do not contribute to the takeoff of Jumilla, do not bet either by industry, tourism, trade or any area of ​​economic development or employment.

They are electioneering budgets because they greatly increase the "promotion and dissemination" items and the games for events and events.

In addition, the investment items are of what we call "generic" so that many "remiendicos" are made as we say in Jumilla, but very few or no large or ambitious projects that require a plan, tender and that is appreciable, especially beneficial for the citizenship.

We will see a host of small works done quickly and with much asphalt in thin layers, typical of an election campaign.

We trust that citizens will see these photos of inaugurations for what they are, part of the campaign, because the serious thing would be to undertake necessary and daily things, but also to take on important development projects, which Jumilla has been needing for decades.

They are budgets more privatized than the previous ones, in a spiral that the PSOE not only has not been able to nip in the bud, but instead has favored and promoted this increase in the degree of privatization of public services.

Another strong increase to the game of privatization of gardens, in spite of the fact that the municipal sports center and the turf field are not well managed;

Another increase in the lighting work done by private companies and more bets for deriving the management of the cleaning of public buildings to large companies from outside the local area.

Consequently, it is observed that every time there is more difference, in rights and labor conditions, between the employees and the workers of the contractors, the latter subject to unforeseen changes of schedules, partial days and work at weekends or at odd hours, without a worthy compensation.

Special mention must be made of the income on this occasion.

The government team lies about the tax reduction.

It does not lower the IBI nor any tax in spite of that it could lower the rate of garbage as we have requested and proposed from IU-Green (proposal rejected by the PSOE) and if they collect less it is because the effect of the revisions of buildings no longer arrives.

The Jumillano pay the same for the IBI and if we take into account the period 2015-2019, there will be no drop, because the PSOE government team in the current city has not requested, until today, a review of the values cadastral

There are also inflated items such as income from quarrying, being the only year that we do not have a technical report to justify this increase in the amount they say will be obtained, since it is not credible that in 2018 800,000 euros will be paid and in 2019 it is planned to enter 1,230,000 euros.

There are several previous liquidations that have brought the companies to trial and also the quarry guard has been given additional tasks and therefore less review of these operations.

If all the expenses or investments are carried out and the fictitious income is not obtained, the term of payment to the suppliers will increase irremediably.

We also rely too much on revenues from photovoltaic installations and all the municipal groups have witnessed the thousand and one pillories of photovoltaics and wind farms so as not to pay taxes on time and go to court for any detail, since if they endorse the Debt can be paid when justice is pronounced and that usually lasts for many years.

This is another reason why income can fail miserably and as a consequence return to payment problems.

They are budgets with little amendment since they start from inflated revenues and investments have been managed by putting some that nobody is going to eliminate, like the project for the wine interpretation center and investments like the generic ones.

Amendments will be made as is our obligation, but unfortunately we will have to see how, with a few crumbs that are granted to a councilor, this budget will be approved.

Of having to count on IU-Greens would change much more the character of this budget, expendable and little participatory.

This has very little arrangement.

In what we agree with the government team is the total and absolute insufficiency of the money that the Autonomous Community grants us for services that they should provide and / or that they forced us to assume.

If there is a sufficient endowment in social services, the City Council could complete it and reach a reasonable level in this very important area which, being underfunded, falls short in many facets.

Others, such as the local police, require that the city council put 300,000 euros each year for citizen security patrols.

The POS has a delay of 5,000,000 euros since 2008, historical debt, which could have made streets and services worthy and not deteriorated as they are.

The regional PP however, if it has thrown many millions of euros into the desalination plant and other unnecessary infrastructure.
