The full approves requesting the CHS to intensify the monitoring of the Jumilla aquifers (30/12/2019)

The December plenary session has unanimously approved after a joint motion of the three municipal groups requesting the Segura Hydrographic Confederation (CHS) to intensify surveillance and control over the aquifers of the municipality to avoid possible contamination of these, especially in those practices more sensitive such as intensive crops, slurry spills and sewage sludge application.

Likewise, it seeks to avoid a possible excess of extractions due to the implantation of intensive farms of horticultural crops.

Through this motion, it is also approved to carry out the studies that guarantee the supply of the Altiplano region, as well as to urge the CHS to carry out an aquifer management plan, so that new irrigation concessions are not granted and regulating the implementation of livestock and intensive crops that lead to higher water consumption and may pose a greater risk of contamination of aquifers.

The hydrographic confederations of Murcia and Valencia will be asked to formally declare the bodies of water that affect the Altiplano that are overexploited or at risk of not complying with the 2027 Water Framework Program.

The governments of the Region of Murcia and the Valencian Community will be urged to elaborate guidelines on the use of agricultural land that adapts to the resources of each area and will also be requested to the other municipalities that are within the demarcation of overexploited aquifers adhering to this motion.

Other motions

In addition, four other motions were presented at the December session.

The green light has been unanimously given to that presented by the PSOE, so the CARM Governing Council will be requested to extend, prior to its expiration, the collaboration agreement signed with the City Council to continue with the implementation of the Plan of Citizen Security of the Region of Murcia in the City Council of Jumilla.

It also approves an amendment to add the PP by which the bases for the provision in property will be published through the free shift system of the 10 positions of vacant Local Police officer in the workforce.

Likewise, it has been unanimously approved, at the request of the Mixed Group, that the City Council design a Municipal Plan for Management and Repopulation of Natural Spaces that has the collaboration of associations, researchers, experts, volunteers and neighbors, in which species are used native, the periodic irrigation is contemplated during the first years and adapts to the school environment.

On the other hand, it has been approved with the positive votes of PP and Mixed Group and the abstention of the PSOE, the motion of the PP for which the Ministry of Health will be requested to name the Jumilla Health Center as Doctor Andrés Bleda Health Center .

Unanimously, an addendum amendment submitted by the PSOE is approved, which will transfer the entire content of the motion debate to the president of the CARM and Health Advisor.

The motion of the PP on the defense of educational freedoms enshrined in the Constitution has been rejected.

PSOE has voted against;

PP and Mixed Group in favor.

Takeover and other agreements

In the plenary of December the PSOE councilor, Antonio López Abellán, who replaces José Luis Monreal Tomás has taken office.

The Equal Opportunity Plan for 2020 is approved unanimously, including a PP amendment that adds a new measure.

The demarcation acts referring to the boundary lines that affect the municipality of Jumilla with respect to those of Montealegre, Fuente Álamo, Ontur, Albatana and Hellín are ratified.

Likewise, unanimously, it is approved to initiate the procedure to formalize the agreement between the General Directorate of Cadastre and the City Council to collaborate in matters of cadastral management.

Finally, it has realized the resolutions of the Mayor's Office, the delegated councilors, as well as the judicial resolutions.
