Councillor of Education responds to false accusations of Socialist Municipal Group (23/05/2012)

"Service users pay only a third of the cost, the rest is paid by the other citizens of the municipality."

Appeared yesterday at a press conference Councilman Education, and Mayor Ramiro Garcia, Enrique Jimenez, to deny the allegations of the Socialist Party about the public costs for the Municipal School of Music.

Ramiro Garcia, recalled that these prices were provisionally approved at the March 2012 plenary session, which was not attended by representatives of the Socialist Group.

The amendment to the ordinance regulating public prices for the provision of public services and the activities of music lessons at the Municipal School of Music, is one of the measures taken in respect of revenue that is intended to cover the educational service music teaching in Jumilla, although not required to maintain by the City, lies wholly.

In the Municipal School of Music is taught basic training in teaching elementary music, a formative stage is not mandatory and that the City assumes, within the powers granted by the Basic Law on Local Government.

The government team, according to the Councillor for Education, is intended that the services are taking place in the Municipal School of Music and Conservatory of Music, continued and with optimum quality standards.

According to Alderman, previous earnings did not cover a fraction of the cost of service, have therefore been increased.

However, only cover a third of the total annual cost, ie, the expected revenues are 60,000, while expenditures are of 194,000, which would provide service users that they are the third € 60,000 and the rest is covered the City with other income, an amount that totals 134,000 euros.

These lessons are not mandatory or regulated, but is the responsibility of the City continue to maintain the service.

This requires the cooperation of all, has qualified the mayor.

The proposal of Councillor of Education, which was adopted in plenary, establishing rates for Basic Training Initiation and fifty euro tuition fee of one hundred and eighty, and three hundred twenty dollars for first to fourth levels of the elementary music lessons, including the enrollment rate.

It also amends paragraph 3 of Article 4 in terms of discounts, so that large families have a discount of thirty percent, and large families special category, a discount of fifty percent.

There are also discounts for members of the same family unit enrolled in the center, the second member a ten percent discount for the third member to fifteen, and for the fourth and following a forty percent discount.

The council also wanted to clarify the division of payments, Ramiro Garcia has said that the ability to spread the payment is already in force and remains for the new course, that is, learners can pay the whole amount to formalize the enrollment or splitting into three payments: for alumni, 50% in June, up 30% in December and 20% in March.

According to the City Council, this ordinance is similar to what is to be applied in other municipalities with Conservatory and School, and is the result of studies carried out by the Management Teams of schools and the proposals of different Councillors for Education.

Ramiro Garcia reported that the government team is open to possible amendments to the Ordinance, reporting on the allegations made by AMPA of the Municipal School of Music and Conservatory, which apply a subdivision in more payments, this request may be possible provided that the proposal be reported favorably by the corresponding technical services.

They also request support for families with fewer resources, are able to access these services.

Councillor of Education is aware that it is a welcome measure for anyone requiring a major effort by families, but is necessary to continue providing this quality service, and maintain the Municipal School of Music and the Conservatory as banner to Jumilla.

The Municipal School of Music and the Conservatory of Music "Julian Santos" is managed by the Cultural Association of Teaching Music through a management contract with the City in an amount € 372,000 annually.

From City of Jumilla is fully appreciated the quality of service offered and recognized the effort made by parents to bring their children both at school and the Conservatory.
