Municipal Group PSOE de Jumilla has filed a motion, discussed at the next plenary session, requiring Valcárcel to pay the debts that have the regional government with the town of Jumilla, as reported by the Mayor Francisco Abellán during a press conference.

According to information provided by the mayor, of conventions and of various subsidies, the Autonomous Region Jumilla due to more than 1,600,000 euros.

Abellán believes this is "the product of the economic downturn that has the Regional Government and has no money even to pay their commitments, he is forced to borrow and can not maintain the level of expenditure that has been keeping" indicates the mayor, who added that "besides Valcárcel says he will lower taxes, whether or not to pay, reduce investments in municipalities and dares to borrow from the Central Government, which demonstrates the irresponsible management of his government" .

In the text of one of the motions it intends to adopt the agreement will "require the Government of the Autonomous Regional, in the person of its chairman, immediately pay economic debts that the Regional Government with the City of Jumilla, arising from the breach or obligation to pay the amounts set out in agreements signed between both governments, these being liquidated debts due and payable. "

The motion states that the debt is paid for up to 708,231 euros and explains that "the City is providing services that are regional, proper and exclusive competence of the autonomous region, and is contributing to give the city money service to the citizens. "

This money, according to the motion, refers primarily to the home help agreement (about 138,023 euros), the Center for Social Services (111,193 euros), a Social Inclusion Program (28,269 euros) and the Public Safety Plan for the payroll of the police who gave the region (around 387,692 euros) and other agreements and commitments.

In addition to these debts, according Abellán, the CCAA is referring to the part should contribute, in grants and obligations, more than 900,000 euros, which refer to Infomur Plan, the Sports Infrastructure Plan (for tracks Athletics), their share of grant for the refurbishment of Goya Street, San Pascual, Fernando III street, calle Echegaray, street Dionisio Guardiola, Plan for Revitalization of depressed areas care program for dependents, grant program family, rural road upgrading and improvement of public schools, among others.

But it was not the only motion in urging the government of the Autonomous Community.

With one of them urged the regional government to increase resources for investment in different municipalities at least equal the amount allocated for this purpose by the Central Government.

In the same motion is proposed to the plenary to adopt the agreement also urge the government of the autonomous communities to permanently solve the financial problem with the so-called 'Local Agreement', using a portion of the 367 million additional arrived to the region with the new regional financing to fund public services provided by municipalities.

The last of the motions referred to the funds for the Works and Services Plan 2010.

On this issue, and according to the text of the motion, "according to the distribution reported to the municipalities, the Jumilla will only 232,660 euros for works of POS, rather than the 700,000 that had been receiving."

"In this way," continued the motion, the Regional Government does not give one euro more than its budget for the municipalities, but eliminates the investment in public works and municipal debt goes to pay or finance current expenditure. "

Given this argument, the motion proposed to the full City Council the adoption of the agreement "to show dissatisfaction with the decision of the President of the Regional Government and some representatives of the Federation of Municipalities and at the same time, the rejection of the agreement and the desire to receive the funds we apply the POS 2010 to make the infrastructure work that is needed. "

Also call for "regional government is required if you want to assist municipalities to cover part of municipal current expenditure, to make a Regional Special Fund (Plan A), similar to Plan E, with an extraordinary money used for this purpose only.
