One of the motions presented by the PSOE was referring to the funds for the Works and Services Plan 2010.

On this issue, and according to the text of the motion, "according to the distribution reported to the municipalities, the Jumilla will only 232,660 euros for works of POS, rather than the 700,000 that had been receiving."

"In this way," continued the motion, the Regional Government does not give one euro more than its budget for the municipalities, but eliminates the investment in public works and municipal debt goes to pay or finance current expenditure. "

With this argument, the motion was passed "to show the rejection of this agreement and the desire to receive the funds we apply the POS 2010 to make the infrastructure work that is needed."

This item was approved unanimously by local groups, while the second point, which included the motion came up with the favorable votes of PSOE and IU and PP abstaining.

The second point calls for "regional government is required if you want to assist municipalities to cover part of municipal current expenditure, to make a Regional Special Fund (Plan A), similar to Plan E, with a special money that exclusively intended for that purpose.

In addition, full PSOE tried another motion in order to require the regional government for the City of Jumilla pay what you owe, according to data provided at the time by the mayor more than 1,500,000 euros, in various ways.

This motion was rejected with the votes against PP and IU-LV.

In this sense, the Hacienda Juan Guardiola Councilman emphasized that "the council is supporting expenses that are not within its competence, because the money is slow in coming Autonomous Region."

In this motion, the IU-LV spokesman Jose Antonio Perez said her group would not vote "until the City of Jumilla has not paid what they should, for example the Consortium for Fire Fighting."

Finally, Enrique Jimenez as PP spokesman noted that "some of those debts had been paid and that other errors were due to local government itself, since things have to be paid after justifications and work certificates."

Finally, the motion relating to the financing of municipalities was withdrawn by the proposing group, the PSOE, as amendments were submitted by local groups that should be analyzed.

2010 Tax regulations

Another of the highlights of the agenda were the Tax Ordinance for 2010 that are maintained and therefore will not upload.

Most ordinances and rates are unchanged and the only changes "are for technical recommendations," explained Councilwoman Jeanne Finance Guardiola.

The main novelty is the creation of the tax ordinance regulating the fee for special use of local public domain for operators or service providers of mobile telephony.

As for amending Tax Ordinance are: the tax ordinance regulating hunting, the ordinance regulating the administrative fee for the licensing of activity and / or opening of establishments, the ordinance regulating the fee for occupation of local public land with tables and chairs, bleachers, tables and other similar nonprofit purposes, the ordinance regulating the rate of entry of vehicles across the sidewalks and road reserves for exclusive parking, loading and unloading of goods of any kind, the ordinance regulating the fee for use of city-owned shops and service provision in the central market and the Barrio de San Juan and the ordinance regulating the fee for the service of home collection of garbage.

Also, the ordinance's general management, collection and inspection of taxes and other income from local public also changes.

On the other hand, among the tax ordinances are not changed: the ordinance governing the property tax, the tax on motor vehicles, the rate of kiosks in public, the fee for the provision of municipal cemetery service or the taxi license fee and other vehicles for hire, among others.

Finally, this item was approved with the favorable votes of PSOE and IU-LV, since both groups are in favor of not lowering taxes to maintain the income level of City Hall.

For its part, the PP spokesman on this issue Abellán Alicia explained that "like other years, the IPC should be applied negative, so that would lower taxes for citizens in this time of crisis."

You tried two of the amendments submitted by the PP, since the rest did not comply with the law, according to the report of the Comptroller.

One was on the Tax Ordinance Regulating Construction, Installation and Works, and it adopted the new paragraph 4.10, which provides a bonus of 40% of the amount of tax for buildings, facilities and works involving maintenance works, improvement or rehabilitation in a Historical Site.

The second amendment that was discussed was to the Fiscal General for Management, Revenue and Municipal Tax Inspectorate, which was approved unanimously.

The plenum also approved the cooperation agreement between the Infrastructure and Facilities Management Safety (Ministry of Interior) and the city of Jumilla in the construction of new headquarters of the Guardia Civil by exchange of property.

This point came with the votes of PSOE and IU-LV, as the PP voted against.

At this point, the mayor said that the headquarters will be done through third parties and will not cost anything to Jumillano.

He proposed, as an idea that companies could join the municipality to do the project and then sharing the benefits, once the new headquarters is completed, the company will receive the old. "

The mayor offered to "contact the Ministry of Interior and Economy and ICO to give credit to companies to make the project more cheaply," said Abellán.
