The work of the velodrome in the lurch to be executed by the City (28/10/2009)

The construction of the velodrome of Estacada is becoming a reality.

This work will be executed by the municipality of Jumilla.

Thus, local government will draw a loan from a bank and pay the work so you can do this installation and the Autonomous Region, through the General Directorate of Sports, will return this money to the City Council within ten years .

This issue was discussed at the regular full-October, which was approved unanimously, an 'addendum' or modification of the collaboration between the Autonomous Community and the City to fund this work.

The construction of this new sports facility will cost 398,745 euros.

According to the draft prepared at the time, a velodrome will be paved next generation, fully certified for international events, with bleachers, locker rooms and lighting towers.

Also in the center will be two basketball courts and a football.

In the same plenary session adopted an amendment tabled by the PSOE and IU-LV, a motion by the PP on the financing of municipalities, although the motion was rejected because the Popular Party did not join the joint amendment of local groups .

In its proposal, the PP claims raised only to the Government of Spain, who undertake the reforms needed in the field of financing of municipalities, as it did with the regional funding, while in his amendment, PSOE and IU-LV made the same request but also the regional government.

All agreed to note the need to address this issue, as local governments and services costs are incurred that are not within its competence, but the PP did not join the proposed amendment.

In this debate, the spokesman for IU-LV, Jose Antonio Perez said that "we need to tell government to conclude with decentralization and will always be positive that this initiative is made jointly, as has been done, for example, Mula. "

For its part, the PSOE spokesman Jesus Sanchez said that "the intent of the amendment has been to seek a joint text to claim this local funding, but the Government of Spain and regional, because we can not agree is that the City Council Jumilla Valcárcel fund the government. "

Finally, Enrique Jimenez, PP spokesman, said the first thing to do is to "require central Government funding is raised locally and then require the regional government."

Upon approval of the joint amendment, declined the motion of the popular local group.

On the other hand, full PP rejected a motion requesting the withdrawal of the proposed tax increase on the General State Budget for 2010, considering "unfair and antisocial, which punishes savings and consumption, which will pay for classes middle and working and whose budgets will lead to more unemployment, higher taxes and more government debt, "said the spokesman.

In this sense, the municipal group of IU-LV presented an amendment to the motion clarifying that "although we agree with the substance of the motion, we pretend that the government remove the tax increase but in the part relating to classes working and middle classes rather than high, "said José Antonio Pérez.

For his part, Jesus Sanchez, said in his speech that "a motion was demagogic, opportunistic, and it is only seeking votes."

Sanchez explained what is going to assume these budgets "with which social protection is increased, heading up the Education, Justice and Social Protection, it helps the most disadvantaged and unemployment protection."

Socialist spokesman believes that if "popular are against these budgets, are against social coverage."

Finally, this motion was rejected despite the vote for PP (nine excused absence of Councilman John Calabuig) and the vote of IU-LV.

The PSOE voted against, with the decision of the mayor's casting vote.

Finally, the favorable votes of PSOE and IU-LV and PP abstaining, approved the establishment of a Twinning Committee with the Italian town of Comiso in Sicily.

The commission shall consist of the mayor, the spokespersons of the three groups municipal councilors Citizenship and Tourism, the City Clerk and Municipal Council members of Celebration.

Ildefonso Jimenez explained Councilman Celebrations and Citizenship, the intent of this twinning is "networking between European citizens, and share experiences and goals."

For his part, IU-LV spokesman added that the municipality has also been in contact with other groups like the Federation of Peñas and said "would be good and the first time we are brothers in a city not Spanish."

Finally, the abstention of the PP was, explained Enrique Jiménez "because, although we have no objection, we consider it an afterthought at the moment, we do ask is that the City does not cost money."

According to the mayor in August when it received the request for twinning "in the letter, proposed that twinning is done in accordance with European law, remain eligible to European funds and the reasons they give is to present a draft to the European Community within the Europe for Citizens proposal which has the intention in order to promote active citizenship. "

Apparently, as expressed in the letter of request "has called the attention of our people, location, climate, that seems to be quite similar to yours" Abellán said adding that "the brothers are tools of collaboration between two municipalities intend to establish a strong bond of union business, tourism and social between municipalities and cities. "

Comiso is the fourth municipality in the province with an area exceeding 65 square km.
